7. Pierre – Gan Fall’s Loyal Bird With a Horse Transformation

Pierre is Gan Fall’s loyal Sky Dot Bird and one of the earliest animal Devil Fruit users introduced in the series. After eating the Uma Uma no Mi, he gained the ability to transform into a horse and a bird-horse hybrid.
He also fought alongside his master during the Skypiea Arc conflict, showing that he isn’t completely helpless in battle. However, his overall physical feats remain modest compared with everyone above him. Pierre’s flight and Zoan transformation are useful, but his limited combat record makes him the weakest entry here.
6. Noko – The Seahorse Who Could Steal an Entire Crew’s Memories

Tatsu, known as Noko in the video game One Piece: Ocean’s Dream!, is easily the strangest animal on this list. In the game, Noko ate the Nemu Nemu no Mi, a non-canon Paramecia that allows him to put people to sleep, trap them in dreams, and steal their memories.
The anime’s Tatsu displays similar powers, although the Devil Fruit is never identified as their source. He even managed to steal the Straw Hats’ memories during the Ocean’s Dream Arc. His ability is incredibly dangerous, but its non-canon status and limited combat feats prevent him from ranking higher.
5. Stronger – The Sickly Horse Who Learned How to Fly in Battle

Stronger is Doc Q’s horse and perhaps the most deceptively powerful-looking animal here. He ate the Mythical Zoan Uma Uma no Mi, Model: Pegasus, granting him the ability to transform into a winged Pegasus and fly.
He is also capable of carrying Doc Q through the air and has transported Blackbeard himself. Still, his actual fighting abilities have barely been explored, and most of his demonstrated usefulness comes from transportation. His Mythical Zoan gives him excellent potential, but his limited combat showings keep him below Biblo.
4. Biblo – The Ancient Owl Whose Strange Power Enlarges Books

Biblo is arguably the most mysterious animal on this list. The gigantic owl serves as the librarian of Elbaph’s Owl Library and has existed for centuries. His Iku Iku no Mi is a Paramecia that allows him to make objects in his care grow larger, which he uses to enlarge books for Elbaph’s giants.
His role in preserving the books of Ohara also gives him enormous historical importance. However, his actual combat abilities remain unknown, and his extraordinary age should not automatically be treated as proof that he lived during the Void Century. Biblo’s unusual fruit and unexplored potential put him above the remaining animals, despite his lack of combat feats.
3. Onimaru – The Fox Who Could Match Zoro in a Sword Fight

Onimaru is far more dangerous than his small fox-like appearance suggests. The komagitsune ate the Mythical Zoan Hito Hito no Mi, Model: Onyudo, allowing him to transform into the enormous warrior monk Gyukimaru. In that form, he possesses considerable physical strength and fights with a naginata.
He also managed to clash with Zoro during their encounters in Wano, demonstrating that he wasn’t simply relying on his Devil Fruit’s unusual appearance. His years spent guarding Ringo’s graves also show remarkable dedication and endurance. His Mythical Zoan and proven clashes with Zoro make him the strongest pure animal fighter after Pekoms and Chopper.
2. Pekoms – The Lion Mink With a Nearly Unbreakable Turtle Shell

Pekoms combines several different sources of power. As a lion Mink, he possesses superhuman physical abilities, Electro, and the ability to enter Sulong under the full moon. His Kame Kame no Mi adds another layer, allowing him to become a turtle or a lion-turtle hybrid with an exceptionally durable shell.
He also possesses Armament and Observation Haki and knocked out Caribou with a single Haki-enhanced punch. His 330 million berry bounty further reflects his reputation as a serious fighter. Pekoms’ Haki, Sulong, Mink abilities, and Devil Fruit make him the most complete fighter below Chopper.

Tony Tony Chopper is easily the strongest animal-based Devil Fruit user in One Piece. The Hito Hito no Mi gave the reindeer human intelligence, speech, and several transformations, while his Rumble Balls pushed those abilities much further.
After the timeskip, Chopper gained far greater control over his forms and could deliberately enter Monster Point instead of losing himself completely. His strength was enough to hurt Queen during the Onigashima battle, and his medical knowledge makes him valuable even when he’s not fighting. Chopper has the most complete combination of strength, versatility, transformations, and battle experience here.
